Maui has recently made a significant move towards regulating vacation rentals by having the Maui Planning Commission vote in favor of a proposal that would result in the elimination of over 7,000 short-term rentals across the island. This proposed ordinance specifically targets short-term rentals in “apartment districts” primarily located in West and South Maui. Should this proposal be approved by the Maui County Council, it will take effect on July 1, 2025 for the West Maui area and on Jan. 1, 2026 for all remaining apartment districts.

With a total of over 13,600 short-term rentals on Maui, approximately 45% of them fall within the apartment districts identified in the legislation. The ordinance was introduced by Maui Mayor Richard Bissen with the goal of converting more short-term rentals into long-term housing options. This move aims to tackle the chronic housing crisis on the island, which was further exacerbated by the devastating Lahaina wildfires that occurred last year.

While the intention behind the ordinance is to address the housing shortage on Maui, there are concerns about the impact it may have on the local economy and the tourism industry. Many vacation rental owners rely on income generated from short-term rentals to support their livelihoods.
