Dubai Tightens Passenger Rights Rules to Rebuild Traveler Trust

Dubai has introduced new rules around air passenger rights, in a move operators say is designed to boost confidence following the Iran war.
The new rules require airlines and travel agents operating in Dubai to provide mandatory rebooking and meal vouchers during delays and meet stricter refund deadlines.
This is a step up from the UAE’s passenger welfare program, introduced by the General Authority of Civil Aviation (GCAA) in 2022, which governs how airlines treat passengers during flight disruptions.
The Dubai Civil Aviation Authority (DCAA) has also launched a complaints and feedback service through its website, enabling travelers to directly submit and track disputes. The authority will act as a mediator between passengers and industry operators and has called on airlines and licensed travel
